this will only work for a 5/8" diameter axle
buy a 1/2" galvanized steel pipe with both end threaded, cut it in two, one piece should be about 1/2" long and without the threads, the second piece's length should be more than 1.5" long, depends on the distance between the wheel and the bearing,
but this one must have one threaded end. use a metal file to grind away the inner circle of the pipe openings (this allows the axle to fit).
drill a 1/4" diameter hole the middle of the 1/2" long pipe piece, on the 1.5" long piece, it should be about 1" from the threaded end.
drill one 1/4" hole into the 5/8" diameter axle, about 1/4" from the end
buy a galvanized steel flange fitting, apply strong loctite to the threads of the 1.5" long piece of pipe. screw the two fittings together, then let the loctite cure.
drill 4 holes on the wheel hub, identical to the holes on the flange fitting
use a 1/4" bolt to attach the 1/2" long piece of pipe to the axle
attach the wheel to the flange fitting using appropriate nuts and bolts
put the wheel + flange + pipe assembly onto the axle, make a mark on the axle where the hole on the pipe is, and drill a 1/4" hole there
bolt that on, you are done
